Topic 17: Promoting Local Capacity Development: A Case of the ‘Sector Adoption Programme’

The tenets of L.I.2204 is to develop local capacities, enhance Ghanaian expertise, transfer skills, know-how and technology, and create petroleum related supportive businesses that will sustain economic development. Although the Regulations define various sectors to achieve capacity within 10 years, the level and pace of development varies along the petroleum value chain. To accelerate growth, a pragmatic approach must be adopted to local content development. Tullow Ghana, as part of its local content development strategy, has initiated Sector Adoption Programme (SAP). The programme which commenced with the marine sector has seen the first indigenous-owned vessel in the sector.

This session is to delve into SAP, its objectives, and the strategies for developing local capacities in the industry. The Speaker will also explore the challenges faced, lessons learned, and the potential for replicating this model by other Operators.
